Settlement Agreement Reached with Con Edison
The Village of Mamaroneck, as a member of the Westchester Municipal Consortium (WMC)—an unprecedented coalition of 40 local municipalities—joins in announcing that a three-year settlement agreement (known as a Joint Proposal) has been reached between Con Edison, New York State Public Service Commission (PSC) staff, and other parties.
Under the settlement, Con Edison’s originally proposed rate increases are significantly reduced:
Electric: The proposed 13.4% increase is reduced to 2.8% on the total customer bill.
Gas: The proposed 19% increase is reduced to 2% on the total customer bill.
The agreement would run from January 1, 2026, through December 31, 2028, with similar annual increases of approximately 2.8% for electric and 2.0% for gas in the second and third years.
The Joint Proposal also includes several Westchester-specific provisions that the WMC pushed for to address longstanding disparities and improve communication and transparency between Con Edison and local communities:
Annual Westchester Capital Investment Meetings
Con Edison leadership, including senior engineering and operations staff, will meet annually with Westchester municipalities to review capital project plans and compare investment levels in Westchester versus New York City. These meetings will also address storm preparedness, double-pole removal, streetlighting, and the impact of data centers on the local electric grid.
Underground vs. Overhead Cost Analysis
Con Edison will conduct an informational analysis comparing the relative costs of its underground network system (predominant in New York City) and its overhead radial system (predominant in Westchester County and Staten Island). This study will help determine whether any cross-subsidization exists between regions and will be shared prior to the company’s next rate filing.
Village of Mamaroneck officials will continue to participate in the Westchester Municipal Consortium’s efforts as the Joint Proposal goes before the PSC for formal review and as comments are submitted, with the shared goal of ensuring reliable service, transparency, and fair utility costs for Village residents and businesses.
