WINTER STORM UPDATE: Blizzard Warning — Snow Emergency in Effect — Stay Home (Feb. 23)
Monday 2/23/26 Update: Westchester County has extended the current travel ban until 6:00 p.m. today, February 23. Conditions remain hazardous to potentially impossible at times due to heavy snow, strong winds, and drifting. Residents should stay home and avoid travel to allow plows and emergency crews to operate safely. As cleanup begins, property owners and contractors are reminded to clear sidewalks as required, to clear snow away from fire hydrants, and to NOT push, plow, or throw snow into Village streets or onto sidewalks. Snow on roadways creates hazardous conditions, blocks plows, and slows emergency response.
A major winter storm continues to impact the Village today. Snow and blowing snow will persist this morning with dangerous travel conditions. While conditions should gradually improve later today, roads may remain difficult and visibility may drop quickly in heavier bands.
Weather Forecast Update (2/23/26 A.M.): Snow and blowing snow will continue through the morning, with periods of reduced visibility and rapid accumulation still possible. Conditions should begin slowly improving late morning into the afternoon, though light snow and blowing/drifting may linger. Final storm totals remain significant, and cleanup will take time.
Blizzard Warning: A Blizzard Warning remains in effect through 6:00 p.m. Monday. Expect severe travel impacts, whiteout conditions at times, and dangerous blowing and drifting snow.
Coastal Conditions: The highest coastal flooding risk was overnight, but minor to locally moderate coastal flooding remains possible around the midday high tide. Avoid the shoreline due to waves, surge, and the potential for moving ice or debris.
Local State of Emergency: The Village has issued a Declaration of a Local State of Emergency, effective 12:00 p.m. Sunday, February 22, 2026. The declaration remains in effect for five (5) days, or until rescinded by a subsequent order.
Westchester County Driving Ban (Extended): Due to ongoing hazardous road conditions caused by the winter storm, Westchester County is extending the current travel ban until 6:00 p.m. today, February 23, 2026. Roads are closed to all but essential travel (police, fire, EMS, utility/public works, media and hospital/medical personnel). Residents should stay off the roads during this time to allow emergency crews and road treatment teams to operate safely and effectively. Travel conditions may remain treacherous to impossible, particularly in areas of drifting and low visibility.
Driving during a travel ban may result in:
• Legal penalties and fines under New York Executive Law and Vehicle and Traffic Law (VTL): Violations may be treated as a traffic infraction or misdemeanor depending on circumstances and jurisdiction. Fines typically range from $150 to $300 for a first offense. Repeat offenders within an 18-month period can face fines up to $450 or $600.
• DMV impacts: As of February 16, 2026, New York has tightened its point system, and a travel ban violation can significantly impact your license. If a travel ban violation is coupled with Reckless Driving, you will receive 8 points (increased from 5 points under previous rules).
• Towing and limited assistance: If your vehicle becomes stuck or obstructs snowplows or emergency vehicles, it may be towed at your expense. If you get stuck while driving illegally, emergency services may be delayed as they prioritize life threatening emergencies.
• Insurance impacts: A conviction may appear on your driving record and could lead to premium increases. In some cases, if you are in an accident while driving in defiance of a legal ban, your insurer could argue intentional or reckless behavior, potentially complicating your claim.
Snow Emergency and Parking Restrictions: Snow Emergency parking restrictions remain in effect. Parking is prohibited on designated Snow Emergency Streets to allow DPW crews to plow and treat roads safely and efficiently. These no-parking restrictions remain in effect until Tuesday, February 24, 2026, at 12:00 p.m. (noon). If a vehicle is parked on a Snow Emergency Street during this period, the vehicle will be issued a parking ticket and towed. Vehicles displaced by this restriction may park in any Village overnight parking lot at no charge for the duration of the restriction. Vehicles are not permitted to park overnight in Harbor Island Park.
Snow Emergency Streets are:
• Boston Post Road (US Route 1) – both sides (Rye border to Mamaroneck Ave; and Mamaroneck Ave to Rockland Ave)
• Fenimore Rd – both sides (Town of Mamaroneck border to Palmer Ave)
• Halstead Ave – both sides (Town of Harrison border to Mamaroneck Ave)
• Mamaroneck Ave – both sides (Boston Post Rd to I-95 overpass)
• North Barry Ave – west side (First St to East Boston Post Rd)
• Palmer Ave – both sides (Town of Mamaroneck border to Mamaroneck Ave)
• Top of the Ridge – south side (driveway entrance at 25 Top of the Ridge to 60 ft NE along west cul-de-sac)
• Top of the Ridge – north side (80 ft NE of driveway entrance at 61 Top of the Ridge to 80 ft NE along east cul-de-sac)
Village Operations Changes: Village offices are closed today (Monday, February 23, 2026) and there is no sanitation pickup today. Village offices will reopen for normal operations on Tuesday, February 24, 2026. We anticipate regular sanitation service will also resume Tuesday, February 24, 2026.

Snow & Ice Removal Reminder (Village Code 296-1)
Property owners/occupants are responsible for clearing sidewalks and gutters after snowfall:
• C-1, C-2, and MC-2 Districts (view Official Zoning Map: https://www.villageofmamaroneckny.gov/planning-department/files/zoning-map-official): Clear snow/ice from sidewalks and gutters within 3 hours after snow stops (the time between 9:00 PM and 7:00 AM is not counted in the 3-hour window).
• All other districts: Clear snow/ice from sidewalks and gutters within 24 hours after snow stops.
If snow/ice is frozen and cannot be removed without damaging the sidewalk, the sidewalk may be treated with sand, salt, sawdust, or similar material within the required time, and then thoroughly cleared as soon as weather permits.
Additional safety requirements under Village Code
- Take action to prevent snow, ice, or water from falling from buildings onto public sidewalks.
- Do not deposit, plow, throw, or place snow or ice into or onto any street or sidewalk within the Village.
- Do not pile snow within six (6) feet of a street/roadway so that the pile exceeds 3 feet 6 inches above natural grade.
- Do not pile snow so it covers or blocks access to a fire hydrant.
Enforcement Note: DPW requests residents and contractors comply with Village snow regulations, including the prohibition on pushing/plowing snow into Village streets or sidewalks. Code Enforcement personnel may be recalled as needed to address violations.
Safety Reminders: Avoid unnecessary travel during the storm and give plows and emergency vehicles plenty of room. If you must go outside, shovel safely by taking breaks and avoiding overexertion. Help firefighters by keeping nearby fire hydrants accessible. Protect pipes during extreme cold by knowing your shutoff valve and letting faucets drip if needed. Keep pets inside and check in on elderly or infirm neighbors who may need extra assistance.
Downed trees and power outages: Report downed trees to the Village of Mamaroneck Police Department at 914-777-1122. Stay away from downed power lines and treat all wires as live and dangerous. Report Con Edison outages at 1-800-752-6633, via the Con Edison app, or at coned.com/reportoutage (text REG to 688243 for updates or text OUT to 688243 to report an outage). During outages, keep refrigerator and freezer doors closed as much as possible. Use generators outdoors only, well away from doors and windows, and never operate a generator in a home, basement, or garage.
