Westchester County Affordable Housing Lotteries

Westchester County is pleased to announce the affordable housing lotteries of 108 affordable ownership condominiums.  These units are located in two newly-renovated all-affordable condominium buildings in the City of White Plains. Certain units are subject to preferences for households that are Hurricane Ida-affected. Affordable units are available by lottery to households earning at or below 100% of the area median income.

The lottery will be held on March 3, 2026 at 11am on Westchester County's HomeSeeker site.  To register and create a household, residents should profile go to: homeseeker.westchestergov.com

First occupancy is expected July 2026.

·         99 Church Street, White Plains, NY 10601 -  Application deadline: March 2, 2026 4:00pm – Lottery: March 17, 2026 11:00am

Additional details regarding these opportunities include:
·         Studio, one bedroom, and three bedroom units are available based on household income and size
·         On-site amenities include a lounge, co-working space, fitness room and outdoor seating area
·         Certain units are adapted for residents with Mobility or Hearing/Vision impairments
·         Some units will provide preferential consideration households affected by Hurricane Ida

Additionally, the EPA Office of Brownfields and Land Revitalization is offering the following grant:

FY26 Brownfields Multipurpose, Assessment, and Cleanup Grants

Description: Grants offered by the Brownfields Program may be used to address sites contaminated by hazardous substances, pollutants, or contaminants (including hazardous substances co-mingled with petroleum) and petroleum. 

Multipurpose: It is anticipated that up to 20 awards will be made under this announcement. The amount of funding is expected to be $20,000,000. Awards funded under this opportunity are expected to have a 5-year project period. Applicants may apply for up to $1,000,000 of EPA funds.

Community-wide assessment grants: It is anticipated that up to 70 awards will be made under this announcement. The amount of funding is expected to be $35,000,000. Awards funded under this opportunity are expected to have a 4-year project period. Applicants may apply for up to $500,000 of EPA funds.

Assessment coalition grants: It is anticipated that up to 39 awards will be made under this announcement. The amount of funding is expected to be $58,700,000. Awards funded under this opportunity are expected to have a 4-year project period. Applicants may apply for up to $1,500,000 of EPA funds

Cleanup grants: It is anticipated that up to 10 awards for up to $500,000 and 26 awards for between $500,001 and $4,000,000 will be made under this announcement. The amount of funding is expected to be $107,000,000. Awards funded under this opportunity are expected to have a 4-year project period. Applicants may apply for up to $4,000,000 of EPA funds

Deadline: January 28th 2026

Eligibility: Local governments, land clearance authorities, regional councils, redevelopment agencies, states, federally recognized Indian Tribes, tax-exempt nonprofit organizations (refer to individual NOFOs for specifics)
